What is the NIDA Faculty Senate ?

In 1976, the Faculty Senate was officially established at National Institute of Development Administration under the initiative of faculty members and the administration. NIDA Faculty Senate serves as the sole legislative body representing the faculty position on various policies and facilitating discussions on common interests or concerns to the entire faculty community. The Senate is a collective group of faculty representatives who come together to discuss and advise the administration to foster an inclusive, equitable work environment conductive to high standards of excellence and ethics in teaching, research and academic service.

History

The first decade, the era of seeking

In the era of 1976 - 1986, the political situation in Thailand was fluctuating and undergoing change. In 1973, NIDA joined the democracy movement process. which has many students and citizens joining the movement for freedom and democracy However, the democracy that was gained after the events of 14 October 1973 came at the cost of students and citizens. One of those losses was a NIDA student. And the name of the brave hero Jira Bunmak was later proposed as the name of NIDA's conference room as a memorial to the hero's bravery. 

The results of the democratic trend that occurred in this era resulted in changes in the administrative structure of NIDA. NIDA is the first educational institution to change from appointing administrators to recruiting presidents andElection of Dean This change brings pride and “Energeticism” of the community and caused a group of teachers to come together and have the idea of ​​setting up an organization to help counterbalance the administration according to the concept of democracy. And what role does it play?” This group of teachers includes Associate Professor Thongsri Kampu Na Ayutthaya and Associate Professor Dr. Khattiya Karnasuta  Although 12 other universities met in Chiang Mai to plan the establishment of a faculty council in 1974, no conclusions were reached. 

Later, there was a discussion between the faculty and the administration. To establish the regulations of the National Institute of Development Administration regarding the Faculty Council, B.E. 2519, which has been continually improved until the 1981 edition and used these regulations until 2017, specifying the purpose of its establishment. The Faculty Council stated that “To represent teachers and academics in coordinating with the administration of the institution. and related agencies To jointly promote relationships, ethics, and academic progress.” 

After the Faculty Council was established Various faculties and departments have sent representatives to join the Faculty Council, such as Associate Professor Thongsri Kampu Na Ayutthaya, Associate Professor Dr. Khattiya Karnasuta, Associate Professor Dr. Somporn Saengchai, Associate Professor Dr. Jirayu I. Sarangkun Na Ayutthaya and Assistant Professor Krongthong Chawalittamrong. After that, there was an election for the Faculty Council president, with candidates. 3 They are Associate Professor Thongsri Kamphu Na Ayutthaya, Associate Professor Dr. Khattiya Karnasuta and Associate Professor Dr. Somporn Saengchai. Later, because all 3 of them did not accept the position. Finally, it was offered Honorary Professor Dr. Asawin Chintakanon is the Chairman of the Faculty Council. However, from the emotional shock of the events of 6 October 2519  Assistant Professor Dr. Asawin Chintakanon has resigned to become a professor at Indiana University Therefore, a new Faculty Council president was elected. As for the role of the Faculty Council in the early days, it is not clear what it was. What role should the Faculty Council play? The various roles of the Faculty Council are discussed. Because NIDA is a small institution. Therefore, there was discussion to find roles that were appropriate, creative, and consistent with the potential of the faculty who joined as members of the Faculty Council. However, the role of balancing executives, which appears to be the founding intent, is not yet concretely clear. The operations of the Faculty Council in the early days were therefore a search for roles appropriate to the context of NIDA. It is fortunate that the administrators of these institutions are modern and open-minded. This allows the faculty council and institute administrators to work together well.   

The second decade is an era of strengthening relationships and participation.

During the period 1987 - 1997 amidst the political atmosphere in which the public sector played a greater role in this era. An interesting activity was organizing a "round table" by raising issues of interest regarding institutional development at that time. and senior professors and young professors in the institute were invited to join as members of the round table. This shows the identity of the NIDA Faculty Council, which is clearly different from other higher education institutions in having good relationships between administrators and teachers. 

The Third Decade: An Era of Driving amidst Limitations

During 1998 - 2007, the era after the economic crisis in 1997, Thailand began to recover from the crisis. It is an era where many students are interested in continuing their studies in both the regular and special sectors. For the latter part of this era, Professor Dr. Udom Tumkosit, former third president of the Fourteenth Faculty Council (2004 - 2006), recalled that the atmosphere outside the institution during that period was characterized by a rather strong democracy. Faculty councils across the country have the view that they want to be a mechanism to balance the administration. Some faculty councils take aggressive action. This is in contrast to NIDA which has very good collaboration. When he took over as chairman of the faculty council, he felt that he had to cooperate with the administration in developing the institution.

During the period when Assistant Professor Charoen Kuwinphan He was the president of the fifteenth faculty council (2006 - 2008). There was a trend about taking the university outside the system. The Faculty Council had a disagreement with the administration that wanted to leave the system. The Faculty Council then used informal discussions with the administration to explain the reasons for disagreement. avoid confrontations that may cause conflicts like those at other universities. This reflects NIDA's culture in which the administration and faculty council have good relations. There is respect for different opinions. But they can still live together in harmony.

The Fourth Decade: An Era of Continuing Development

During 2008 - 2017, Associate Professor Dr. Pachitchanat Siripanich, former Faculty Council President (2008 - 2010), was another Faculty Council President who confirmed the identity of the NIDA Faculty Council. In the provincial seminars, there will be a gathering place for presidents and new professors who have just come to work. During the time when the teacher went to attend a meeting with the PMO. Universities often report problems between faculty councils and administrators. This is in contrast to NIDA, which has no problem reporting in such a way. In this era, the spirit of the Faculty Council of each era has been passed on in pushing for the Rajapruek Teacher Award. To promote teachers in teaching and research in this area

Associate Professor Thaweesak Sukkawathin, former Faculty Council President (2010 - 2015), has pushed for having a Faculty Council representative join the committee at the Personnel Management Committee (GPF) meeting and have a faculty selection process. At the end of this era This was the period when Associate Professor Dr. Thipawan Lorsuwanrat (2015 - 2017) was the Faculty Council President. NIDA has drafted a bill to prepare for leaving the system. The institute provides an opportunity for a public hearing to listen to opinions before presenting them to the National Institute of Development Administration Council. The Faculty Council played a role in surveying opinions on the contents of the draft bill. as mentioned in the opening of NIDA's bachelor's degree studies. which received good cooperation from the faculty and collected and presented these opinions to the President of the National Institute of Development Administration. In addition, the Faculty Council in recent times has played the role of a mediator connecting senior and new professors to exchange experiences. and transmit the good values of NIDA to the next generation of teachers. The role and work of the Faculty Council A seminar was also organized inviting administrators of the Lee Kuan Yew School of Public Policy, National University of Singapore (NUS), the number one university in Asia and number 12 in the world, to share teaching strategies and Do research and to exchange experiences and opinions in university administration. In addition, the Faculty Council in this era has carried out the same actions that previous Faculty Councils had prepared, such as promotion. Faculty in receiving various awards. Collaborating with PMO. Organizing charity activities to raise money for the activities of the Faculty Council. Organizing seminars within the country As for the overseas work tours, they have been temporarily suspended according to the policy of the institute's administrators.

Strategies of the Faculty Senate

Strategy 1: Restore our relationship: rebuilding an inclusive and diverse community 
Consistent with the mission: Promote good relationships between the institution and full-time faculty. between regular faculty members and between full-time faculty members and those working in the institution who are not full-time faculty members.

Activities / Projects

  1. Promote teacher relations activities To coordinate relationships between faculty members within the institution, such as organizing an annual faculty council seminar. Social activities between teachers within the institute at the Rajapruek Club Room, 2nd floor, Nawamintradhiraj Building.   2. Encourage faculty to adhere to and follow the institution's teaching code of conduct. Including being a part of driving the moral organization of academic personnel. 
  3. Protect the rights and academic freedom of the institution's faculty members. So that teachers can perform their duties fully under academic reasons that can be explained.
